ELSS has only 3 years lock-in vs 15 years for PPF! ELSS can give 12-15% returns while PPF gives ~7%. But ELSS is market-linked so returns aren't guaranteed. If you're young and can take some risk, ELSS is the better tax-saving option. You can do SIP in ELSS too!
